In the capitol, Kansas City, the government spent over $400 billion installing huge fountains, in order to draw in more visitors. They hired the people responsible for the big fountains in front of the Bellagio, on the Strip in Las Vegas. The water got so high that it broke atmosphere, and then rained back down on the city.
In order to pay for the water bill, the government was forced to legalize prostitution and tax the hooker. There was only one on Kansas.
